In short

Key takeaways

  • Advance deposit wagering (ADW) is a funded online account for betting on horse races through the betting pools.
  • It is not a sportsbook. Sports betting needs its own separate licence.
  • The federal Interstate Horseracing Act requires the bet to be legal in each state involved.
  • Whether you can use an ADW account depends on the state you are in, not on the app.

Money is in the account before the wager. You are not betting on credit from the hub.

CHRB, ORC, WHRC — match the hub on their authorization page.

  3. Step 03

    Do not mix sports

01Definition

What is advance deposit wagering?

Advance deposit wagering is a funded account used to place pari-mutuel wagers on horse racing (and, where a state still allows it, other racing) by telephone or electronic means. The racing board — not a sports-wagering statute — is the usual regulator. It is not iGaming and not a fixed-odds sportsbook.

Is ADW the same as a casino race book?

A land race book takes window tickets on the property. ADW is the remote-account version of pari-mutuel betting. Both sit on racing law. See How to bet at a race book for the window; this page is the account word.

02Advice

Does the Interstate Horseracing Act make ADW legal everywhere?

No. The federal Act requires the wager to be lawful in each state involved. Our racing state table still marks 21 jurisdictions not legal. Always read that state’s racing board.

Is this page legal advice?

No. It explains the ADW mechanism using the racing-format status and California § 19604 as an example live status. For an account, use the racing board’s authorization list or ask counsel.

03More questions people ask

Which states have legal online horse betting?

As of our October 13, 2026 check, online horse betting is live in 18 jurisdictions: California, Colorado, Idaho, Illinois, Iowa, Kentucky, Maine, Massachusetts, Michigan, Minnesota, New Jersey, New York, North Dakota, Oregon, South Dakota, Virginia, Washington, West Virginia. Every other state either has no law, has a law that has not launched yet, or limits play to a physical venue. Check the state regulator before you deposit, because launches and repeals happen mid-year.

How old do you have to be for online horse betting?

It depends on the state, not on the app. Of the 18 states where online horse betting is live in our October 13, 2026 check, 2 set 21 as the minimum age and 7 allow 18 or 19 (Illinois, Maine, Michigan, Minnesota, New Jersey, Virginia, West Virginia). The operator must verify age and identity before the first real-money wager, so a younger player is refused at sign-up, not at cash-out.

Is ADW the same as a sportsbook?

No. ADW is pari-mutuel horse and greyhound wagering under the Interstate Horseracing Act of 1978. Sportsbooks take fixed-odds bets on games under state sports wagering laws.

Why are many ADW companies licensed in Oregon?

The Oregon Racing Commission created a hub licence that lets ADW operators process wagers for players in other states that allow it.
