Lottery courier vs iLottery

iLottery is the state lottery selling its own tickets online. A courier is a third party that buys a store ticket for you. Same drawing, different licence — and some states ban the second one.

Answers people actually needed

A courier is not a cheaper iLottery. The lottery’s own site — palottery.pa.gov in Pennsylvania — sells the ticket into your lottery account. A courier takes your order and buys a retail ticket through a contracted retailer. If the homepage is not the lottery’s hostname, it is not iLottery.

Virginia is the clean split: lottery sells iLottery instants, but § 58.1-4014 bans operating a ticket courier (Class 1 misdemeanor). Texas § 466.318 (eff 1 Sep 2025) bars phone/internet purchase and paid arranging. Florida’s FAQ: no mail/fax/internet sales (exclusive-seller rule).

New Jersey registers couriers and, in our matrix, has not launched its own iLottery. New York has subscriptions under 9 NYCRR Part 5005 and a courier vendor licence under Part 5014 — not a full iLottery cell. Maryland says online lottery sales are prohibited and still offers subscriptions for Mega Millions, Multi-Match, and Powerball. A subscription is not an app that sells every draw.

01The difference

What is the difference between a lottery courier and iLottery?

iLottery is the state lottery selling draw games or digital instants on its own site or app, geofenced to that state. A courier is a third party that buys a retail ticket after you place an order, under a separate registration if the state has one. palottery.pa.gov is iLottery. A helper domain that is not the lottery’s host is not. Neither product is a casino iGaming licence.

Can I use a courier if my state has no iLottery app?

Only if that state registers or licences the service and you follow it. New Jersey registers couriers and has not launched own-app iLottery in our file. Texas, Wisconsin, and Virginia prohibit operating a ticket courier. California’s Lottery said on 18 June 2024 that online courier services are illegal and that it will not knowingly pay a prize on a courier ticket. Retail-only does not create a courier right.

Is the Pennsylvania Lottery online the same as a courier?

No. Pennsylvania’s lottery row is live. The FY2024-25 profit report lists iLottery eInstant sales of $831 million, online draw sales of $49.8 million, and iLottery profit of $70.5 million, on the Lottery’s own channel. You must be in Pennsylvania. That is not a third-party ticket buyer and not a PGCB casino permit.
