Yes as advance deposit wagering. The racing row is live under the Horse Racing Board. Sports betting and online casino are different cells, and both are not-legal. We do not name the hubs.

## Answer

| Cell | California | What to open |
|---|---|---|
| Horse racing | live — ADW | chrb.ca.gov/adw.html |
| Sports betting | not-legal | CGCC: not regulated |
| Online casino | not-legal | CGCC: never licensed |
| Age on racing row | Not stored | Do not invent 21 or 18 |

## What the Board page does and does not say

The Horse Racing Board’s Advance Deposit Wagering page, fetched 14 October 2026, is ten logo blocks. It prints no “as of” date, no count, and no licence column. License Search is a form, not a second roster. We do not copy those ten names. Cards, if we hold them, are /en/online/ca/racing/.

Advance deposit wagering is an account. The provider places pari-mutuel wagers on the account owner’s instructions. That is not a fixed-odds sportsbook and not an internet casino. California’s sports row is not-legal: the Gambling Control Commission says sports betting is not regulated. The casino row is not-legal: CGCC says it has never licensed online casinos.

The racing row does not store a minimum age. Do not copy 21 from the sports row or 18 from a lottery habit. One Jackson Rancheria compact section does not authorize sports wagering; that sentence is not a survey of every tribe, and it does not create a sportsbook. Tribal floors: /en/tribal/california/.

## California racing

**Is online horse betting legal in California?**

Yes as advance deposit wagering. The racing row is live under the California Horse Racing Board and Business and Professions Code § 19604. The Board’s ADW page, fetched 14 October 2026, shows ten hub blocks and prints no licence column, no count, and no age. That is not a sportsbook and not an online casino. This page does not name the hubs.

**Does that mean sports betting is legal in California?**

No. The sports row is not-legal. The Gambling Control Commission says sports betting is not regulated and describes an in-person sportsbook as illegal. An ADW account places pari-mutuel wagers. It does not take a point spread. See Is sports betting legal in California?

**How old do I have to be to bet horses online in California?**

Not in the sources we store. The racing row has no minAge. The CHRB ADW page fetched 14 October 2026 does not print an age. Do not copy 21 from the sports row. Read the Board’s own account rules before you treat a headline as the age.
